This was the initial teleconference of the Korean Working Group, which was set up as a result of the DNC Korean Collecting Meeting of 13 March 1996. It was agreed that the aim of the teleconference was to share information and make progress on the resolutions of the March meeting.
Asian Studies Association of Australia Conference
Dr Wells reported that the Korean Studies Association of Australasia (KSAA) will be holding a business meeting during the ASAA Conference (8-11 July) at La Trobe University, Melbourne and he will inform the Group of the time of this meeting. It was agreed that it would be useful for members of the Group attending ASAA to meet with the KSAA Executive.
Resolutions of the 13 March Meeting
Resolution 1: Conspectus
The Harvard-Yenching Conspectus sheets will soon be completed and will be sent out to libraries by the DNC Office for their responses.
Resolution 2 : Profiling research and business needs
A submission had been made to the Australia-Korea Foundation to fund the Australia-Korea Research and Information Profile. While there had been some indication that submissions to the AKF would be considered and acted upon quickly, Adrian Cunningham reported that no grant money would be made available through the Department of Foreign Affairs without ministerial approval.
It was agreed that if there were long delays or funds were not available from the AKF, other alternatives should be considered. Chooi-Hon Ho would investigate and report back on progress on the database of academics and business being undertaken by the National Korean Studies Centre. Dr Wells mentioned that the June issue of the KSAA Newsletter will include data on Korean studies postgraduates and other students, which would also be useful. The possibility of also applying for funding from the Korea Foundation (based in Korea) was discussed. It was agreed that the DNC Office should first find out who is eligible and when submissions are due. This would be reported back to the group. It might be necessary to prepare a submission very quickly, and Janice Rickards agreed to supply ideas for such a bid. Dr Wells also mentioned that companies such as Samsung might be suitable sources of funding.
Resolution 3 : Alternative sources of supply of documents
It was agreed that several approaches should be tried. The proposed secondment of a senior National Assembly Library staff member to the National Library would provide a good opportunity to discuss the matter. Ms Jung-Sim Kim, the Korean Resource Librarian at Monash University, will be visiting Seoul prior to IFLA in August, and could carry out informal fact-finding on behalf of the Group to establish basic information about document supply in Korea. Andrew Gosling would also check with Murdoch University's East Asian librarian, Sit-Ling Tull, who has been on a placement in Korea.
Resolution 4 : Collection development policies and collecting agreements
Adrian Cunningham confirmed that the DNC Office would prepare a statement on current collection policies, strengths and intentions by early 1997 as in the resolution. The proposed collecting agreement between NLA and the NKSC would be finalised after the results of the survey were known.
Resolution 5 : Bibliographic access
The Group confirmed the actions proposed in this resolution. The DNC Office will check the data on backlogs supplied to the 13 March meeting to clarify different categories [Resolution 5(c)]. Linda Groom will investigate the possible loading of KORMARC data to the National CJK System and develop a funding options paper [Resolution 5(d)]. A lead institution would need to be identified for a funding application to load KORMARC [Resolution 5(e)]. Chooi-Hon Ho confirmed Monash University's interest in supplying contract cataloguing [Resolution 5(f)].
Resolution 6 : Information networking
A homepage has already been established (http://www.nla.gov.au/dnc/korea/) and will include Korean Working Group activities. Dr Wells will also include information in the KSAA Newsletter. It may also be possible to include KSAA Newsletter material on the homepage. As mentioned above members of the Group will meet with KSAA at the ASAA Conference in July.
Resolution 7 : Library staffing links with Korea
Dr Wells suggested that Yong-jae Lee of the Department of Library Studies at Pusan National University, who visited Australia earlier this year, would be a suitable person to involve in organising any staff exchange. Adrian Cunningham drew attention to the Department of Foreign Affairs' Asian Officials Exchange Program for three month fully funded exchanges. It was felt that facilitating exchanges would be a more suitable role for the Group than trying to establish mechanisms for exchanges.
The next meeting would be at ASAA in July, with email contact in the meantime.
