The 1997 CXL statute on public libraries is considered to be a strategic development plan for libraries in Hungary. The mission of the libraries is to ensure fast accessibility of documents and information, for the implementation of which the following development trends were set:

  • the creation and maintenance of the National Document Supply System (NDSS)
  • the creation, maintenance and continual improvement of library networks
  • the creation of a national filing system of digitalised documents.

The law enforces the creation of a document supply system on the national scale which includes interlibrary lending and local holdings registers.

NDSS is operated by 56 member (document supplying) libraries. Any library may be a document borrowing library. Interlibrary document lending is a new, quality improved library service, the main aim of which is to provide fast access to documents and information through the use of modern technical tools.

Description of NDSS

NDSS is a web based system for interlibrary lending and document delivery developed and maintained by the University of Debrecen. It allows the user to:

  • search or browse by various fields, (author, ISSN, publisher, etc.) free text or keyword
  • select from different types of publication (books, periodicals, audiovisual and electronic materials, scores)
  • limit the search to various languages, select the preferred library from the holdings list
  • obtain information on the lending policy of the given library
  • follow a direct link to local OPACs
  • send orders via email, mail or fax
  • print requests for administrative purposes
  • view statistics.
