Australia is bound by the United Nation's Convention and protocol relating to the Status of Refugees. Information on the Australian Government's Humanitarian Program can be found on the Department of Immigration and Citizenship website.
There are also several electronic resources which would enable you to locate references to journal articles, book chapters and conference proceedings, some in full text. The following resources are only accessible within the Library's Reading Rooms, although you might also find these resources at your local library:

For books on Australian government policy and refugees you could try searching our online catalogue. Try searching with the words "refugees government policy australia" (include quotation marks).
