The meeting was held by teleconference.
1. Minutes of last meeting
Minutes accepted as an accurate record of the meeting.
2. Apologies
Apologies from Cynthia Love, Sue Grimes and Tom Ruthven.
3. Changes to membership
Toby Burrows has replaced Susan Magnay as Chair of the NRSWG. Shannon Azarro from Monash University replaced Donna Runner. Ross Withnell has become a permanent member of the NRSWG.
4. Business arising
It was noted that the proposal made at the last meeting to approach the organisers of the public libraries conference in November to present a paper on NRSWG work had not yet been actioned.
A report on the activities of the Expert Advisory Group on Electronic Resources was held over until the next meeting as the Group's previous scheduled meeting had been cancelled. Ms Cother agreed to be the permanent representative on that Group at present.
Action: Ms Ollerenshaw and Mr Ruthven to put a proposal for a paper to be submitted to the public libraries conference.
5. ILRS Code workshops - issues raised
Workshops in Western Australia, South Australia, Queensland and Melbourne were well-attended. Feedback was generally positive.
There was concern expressed about the late cancellation of the Newcastle workshop and the fact that there may be an information gap regarding the new ILRS Code in areas where people were not able to attend a workshop.
Specific issues raised included:
- some special libraries raised concerns that they could not meet the principle of reciprocal use of the National Bibliographic Database (NBD) due to lack of resources;
- possibility of adding a code to holdings records on the NBD to indicate the levels of service offered by libraries; and
- several of the workshops finished early and some participants felt the subject matter could have been condensed into half a day.
Members discussed the issue of libraries planning to offer a 'default' service, despite 'core' service being the basic service required by the Code. Also that conditions were being attached to different service levels (eg. additional phone/fax notification required for rush or priority services if sending requests by KDD). It was also noted that libraries were beginning to notify lists that they were adopting the new Code.
Action: Members to send any notes/feedback taken at Workshops to Mr
Ruthven to develop a single list of issues.
6. Forward plan for 2001
Members supported the list of activities included in the previous Minutes and discussed which items should be priorities. It was suggested that an additional task for the NRSWG might be to develop a draft document delivery clause that could be used for contracts for electronic resources. Members agreed that it would be useful to maintain a watching brief on international activity in developing a standard email format for ILL/DD requests with a view to developing or promoting such a system within Australia.
In the short term it was agreed that an issues paper on loan periods for ILL/DD should be developed for the Australian Libraries Collection Taskforce.
Action:
- Dr Burrows, Ms Missingham and Ms Moreno to draft an outline of a loan period issues paper for discussion at the next NRSWG meeting;
- Mr Ruthven and Ms Moreno to monitor international activity on email standards for ILL/DD;
- Ms Moreno and Ms Missingham to investigate existing National Library sources for an ILL/DD clause for contracts for electronic resources.
7. Update on the benchmarking study
Ms Ritchie provided an update on the progress of the Benchmarking Study. She indicated that:
- some data was still outstanding and libraries were being contacted;
- contract discussions with the Australian Bureau of Statistics were being finalised;
- work was progressing well for the data to be provided to the ABS by Easter; and
- she planned to finalise the checking and summarizing of the Patron Satisfaction Survey data and provide that to participating libraries in May.
It was noted that the membership of the Data Collection Sub-committee had not yet been discussed.
Action: Mr Ruthven and Ms Ritchie to discuss membership of the Data Collection Sub-committee needed to be altered.
8. Other business
Members agreed it would be useful for an article by Dr Burrows to be drafted for inclusion in InCite to announce that he is the new Chair of the NRSWG. It was thought it may also be of benefit to generally encourage library staff to reconsider their ILL/DD workflows with the release of the new ILRS Code; to provide an update on the Workshops; to provide dates for implementation of the Code and provide a contact for enquiries.
Action: Dr Burrows to draft an article for InCite and other publications.
