1. Minutes of last meeting
Minutes accepted as an accurate record of the meeting.
2. Apologies
Mr Ross Withnell (LISWA) was welcomed to the meeting. He is taking the place on the Working Group of Dr. Burrows, who is on extended leave.
3. Business arising
No business arising.
4. ILRS Code workshops to be conducted by AIMA
Ms Magnay, Ms Ann Ritchie and Mr Ruthven had met prior to the meeting to discuss in more detail the implementation of the ILRS Code and the form of the workshops to be undertaken in conjunction with the release of the new ILRS Code. Feedback from some Working Group members on the way in which they would implement the Code in their libraries had also been provided to Ms Ann Ritchie.
Members agreed that the aim and objectives of the workshops would be:
Aim
To encourage and facilitate the adoption of the Australian Interlibrary Resource Sharing Code by all sectors of the Library and Information services industry.
Objectives:
- to provide information about the Code and how it may be adopted and implemented in participants' libraries.
- to assist participants to identify processes, procedures and policies which will be affected by the Code in 3 main areas: 1. within their own libraries; 2. regarding their users; 3. in their dealings with other libraries.
- to assist participants to develop implementation strategies for their own libraries.
Members agreed that the focus of the workshops should be on the practical implementation of the Code at an individual library level. Information would be targetted according to sectoral groups rather than library size. Practitioners rather than managers would be the intended participants.
The importance of keeping charges for the training to a minimum was agreed. State libraries (and other large libraries if necessary) would be approached to provide venues free of charge.
Members discussed the environmental drivers that would support the adoption of the code in some detail.
The 19th February 2001 was considered a feasible start date for the workshops, following a formal launch of the new Code. It was thought that at least 1 day of training in each of the capital cities was required (with 2 days possibly required in Sydney and Melbourne). Other locations might be Townsville, Newcastle and Wagga Wagga.
An NRSWG member would be required to speak at each session on the background and history of development of the ILRS Code.
Action:
· Ms Ann Ritchie to develop a proposal for
training to present to the Working Group based on discussions at the meeting.
· Ms Magnay to contact the State Libraries to negotiate for training
venues.
· Members to provide Ms Ann Ritchie with copies of their
library procedures.
5. Promotion of the ILRS Code by NRSWG members
Members agreed that a formal launch of the Code would be a useful way to promote its release. The best options were considered to be a launch conducted during the Information Online 2001 conference in mid-January or a joint launch with ALIA in early February. Members agreed the ALIA President, Ms Mairead Browne, should be approached to launch the Code.
It was agreed that the Code could be placed on the NLA web site now that it had been endorsed by the key stakeholders. Members discussed the content and presentation of a standard powerpoint presentation to use for promoting the Code at meetings and functions. There was also some discussion on possible additional promotional material such as bookmarks or stickers. It was noted that ALIA had agreed to print brochures of the Code. It was suggested an information package specifically aimed at managers may be useful for increasing the uptake of the Code by libraries.
Action:
· Mr Ruthven to finalise arrangements for the
launch of the Code.
· Mr Ruthven to make suggested alterations to
the standard powerpoint presentation.
· Mr Ruthven and Ms Kristen
Ritchie to develop web pages to make the Code accessible on the Internet.
6. Paper(s) for "Rivers of Knowledge", the 9th Special, Health and Law Libraries Conference, 26-29 August, 2001 in Melbourne
Agreed that the Working Group should provide a paper covering the results of the Benchmarking Study and the ILRS Code redevelopment.
Action: Ms Magnay to propose a paper.
7. Progress report on the Benchmarking Study
Ms Kristen Ritchie provided an update on progress with the Benchmarking Study. She indicated that:
- there had been some changes in the libraries participating in the Study since it started, but 103 libraries were currently participating;
- around 3000 patron satisfaction forms and 4200 turnaround time forms had been received to date;
- there were some questions on the patron satisfaction form which would produce interesting but not analysable data;
- a process was in place to select a commercial firm to undertake data entry of the patron satisfaction and turnaround time survey forms; and
- the timetable for finalisation in July 2001 still looked achievable.
Action: Ms Kristen Ritchie to put a public thank you on the web to those libraries participating.
8. Report on Expert Advisory Group on access to Electronic Resources
As Dr Burrows was not present, this item was deferred.
9. Other business
Members expressed their appreciation for the work done by Ms Ursula Hewat in the National Library for her work in arranging the meeting and the flights of members.
