1.1 The objective of the programme is to encourage co-operation in the acquisition of materials in the Medial subject area, so as to ensure adequate provision of research materials, in the broad medical and health sciences areas, on a national basis.
1.2 For the first stage of this programme, library materials means periodical and serial literature which are published in the Medical subject area. At a later date, this may be extended to include all other printed matter eg books, audiovisual materials and computer-based materials eg tapes.
1.3 Libraries participating in this programme will in the first instance be members of Council of Australian University Librarians (CAUL).
1.4 Subject headings and collection terminology will be conspectus based as soon as this can be provided.
2.1 Libraries participating would identify those subject areas in which they felt that it was likely that they would maintain periodical subscriptions as highest priorities. These would be reported to other participants.
2.2 Libraries participating will be making no claims that the areas of strength in their collections contain every important or relevant title in that field. They are saying only that there is a strong research interest in that area in their University and that there is a library commitment to creating a collection to support that interest.
2.3 It is generally understood that individual participants will consult with academic staff and administration in their own institutions as appropriate.
3.1 Three years in the first instance.
4.1 A management group will be set up consisting of 1 representative from each participating library.
4.2 This group will meet when necessary and an annual meeting will be arranged for those who are able to attend. Discussions and decisions will be communicated via AARNET during the rest of the year. It will liaise with the NLA.
4.3 A review process would need to be introduced. This would report on: -
5.1 Access would be provided to all bona fide users ie. any persons having reasonable need to get access to the materials. It does not include borrowing privileges outside the usual inter library loan facilities.
5.2 Inter-Library loans
5.2.1 In order to maintain a simple, easily managed system the standard inter-library loan structure will be used. Any variations to inter-library loan delivery systems will be recorded.
5.2.2 Participating libraries will report their anticipated response
time for material held within their own area of responsibility.
6.1 Participating libraries would agree to ensure that all materials within the nominated subject areas would be given full record cataloguing onto ABN. Retrospective records for older titles would be added at the earliest opportunity based on finding opportunities.
6.2 Records on the NBD should refer to the presence of relevant records/holdings rather than full record cataloguing.
7.1 Participating libraries would agree to retain as far as possible all materials in the subject areas nominated during the period of agreement.
7.2 Journal titles which have been cancelled will be maintained as far as possible in an accessible manner, so that even if current issues were not available, back issues would be as far as this is possible.
8.1 Libraries wishing to withdraw from the programme would notify the other participants of this.
