Libraries Australia Charges
Background
Since July 2007, charges for core Libraries Australia services have been moved to new subscription models. The basis for each model is sector-dependent, that is, each library sector has its own model.
The first subscription model, introduced on 1 July 2005, was derived from the average Kinetica usage-based payments for the financial years 2003/2004 and 2004/2005 and was not justifiable in the long term because it was based on historical usage patterns. This arrangement was applied to all Australian libraries choosing to join Libraries Australia.
The new subscription models have been devised in consultation with representatives of the various library sectors and the Libraries Australia Advisory Committee. The agreed models are based on the following principles. They should:
- be equitable for all Libraries Australia members,
- be transparent and consistently applied,
- remove the impediments to use created by transaction-based charges,
- maintain sufficient revenue to support Libraries Australia,
- be subject to periodic increases based on the Consumer Price Index, and
- recognise that libraries and their users now gain value from Libraries Australia in new ways which can't be measured simply by transaction-based charges. The Value Statement explains this in further detail.
subscription models
public libraries
Each State and Territory provides a consortium to represent public libraries, and they oversee the implementation of Libraries Australia fees. The new Libraries Australia model for public library subscriptions is based on population figures and a fee of four cents per head of population. However, public library consortia could use different models to derive the subscription fee payable to Libraries Australia on behalf of their members, so each individual public library must confirm the subscription fee they are required to pay with their State or Territory consortium.
special, TAFE, and school libraries
The special library sector is broad, and consists of but is not restricted to, federal, state and local government departments; the education sector; health service providers; the legal community and the corporate sector. A new subscription model that will be based on total library budget is under development for introduction in the 2009/2010 financial year.
In the interim, for 2008/2009, the subscription fees for special libraries will continue to be based on last year’s fees, but with a change to reflect the Consumer Price Index increases.
University libraries
In 2007, a new subscription model was introduced for all university libraries belonging to the Council of Australian University Libraries (CAUL). The model is based on the total budget of each library, published by CAUL.
The new model absorbed the fees charged by the Online Computer Library Center (OCLC) for access to its global union catalog WorldCat. Libraries Australia is keen to continue enhancing access to international databases in this way.
State and Territory Libraries
The new model for State and Territory library subscriptions is based on population figures, with a fee of 1.5 cents per head of population in each State or Territory. A transition period will phase in this fee.
