	"Criminal Law Amendment Act 1891...'It deals with the subject of 
	the better protection of women and girls... A number of petitions 
	have been presented to this House ... nor can one help feeling that 
	there is considerable weight in the arguments used by them.  
	At the same time, in dealing with these somewhat difficult subjects, 
	we must understand upon what basis we are going.  There are some people 
	who think that in dealing with these subjects any intercourse except 
	that sanctioned by marriage ought to be treated as a crime.  
	That is a position I do not think can be maintained.  
	It has not been found practicable in any country in the civilised world 
	to deal with these subjects on that basis.
