Re: Use of the Australian Teachers Federation Model for the Development
of ACOA and ACTU Policy for the 1984 National Lesbian and Homosexual
Conference.
The model for the ATF of getting the policy developed at the 9th National
Gay Conferences and then taken to the union was applied to the union
movement in 1984. The ACOA, Queensland Branch, agreed to hold a
workshop from which policy would be formulated and then presented to
the union. Also the Trades and Labor Council of Queensland agreed to
the same procedure regarding development of the ACTU policy. With the
combined forces of the ACOA and ATF it was hoped to network with other
national unions, eg. Miscellaneous Workers Union, for the development of
ACTU policy. The reception which was shown at Queensland Trades and
Labor Council gave us some optimism for this stratagem. The nexus
between the ACTU and the recently elected Labor government was quite
evident at this stage. Consequently there was some rudimentary thought
given to possible government policy and ILO conventions regarding
industrial protection and rights.(Refer press release from Minister for

collective of 'gay' groups in Queensland would be able to organise the
10th conference next year. "If enough gay groups in Queensland think
they can handle the conference, then the Victorian Gay Collective, which
organised this conference will give as much support as possible and hand
over all the material from this conference to assist....The conference
"called on all Queensland sisters and brothers in the gay movement and
their supporters and friends in the Trade Union and labor movement to
renew their efforts to have anti-discrimination and decriminalisation
legislation introduced in Queensland." (date uncertain)

and its briefing of Ministerial Departments. To quote, "Meanwhile down at
the Public Relations Branch of the Premier's Department they were having a
little difficulty themselves in coming to terms with the question of homosexuality
in the community. The PR branch each day compiles a list of broadcasts, news
items and circulates them to all Ministerial offices with a classification according
to the department they believe would be interested. But there was much mirth
being expressed about the place when the list included an item broadcast by the
National on the gay rights movement's blue jeans day. After obviously puzzling

RE: Collection of material in this archive. This collection in relation to
press coverage from 30.8.1984 is not an exhaustive coverage of the period.
It only contains the material at hand within my files. Also I am missing the
copy of the State hansard for September and thus any researcher should
examine these for possible further material.
Included in this collection are also some Hansard references which are
contained in Part Two of the 1984 archive collection dealing with the
setting up to the Sturgess Inquiry.
The material on the 10th National Homosexual and Lesbian conference
and Sturgess Inquiry should also be examined in the light of the extensive
AIDS debate which commenced in this year (Refer to separate archive).
There are grounds to suggest that the political developments in all these
areas are in fact interrelated.
