        Parliamentary Activities carried out during my stays
        in Canberra.  Before leaving for Canberra I made sure 
        that letters had been sent to all parliamentarians so 
        that  I could follow them up  when I was in Canberra. 
        In Brisbane Ian Buckland and Tasman Stewart dealt with
        Brisbane matters arising from the campaign eg. Reporting
        to the Queensland AIDS Committee executive. On  arriving
        in Canberra I made contact with Senator Olive Zakharov 
        (Labor Senator for Victoria) and Senator Margaret Raynolds 
        regarding the campaign.  She offered to assist. I drafted
        a form letter for her consideration and suggested it be 
        sent to all parliamentarians.  Olive Zakharov also 
        approached Senator Puplick (Liberal Senator for New
        South Wales and member of the parliamentary group on AIDS).

        The support given by the Coalition is hard to measure,
        as the letters were directly sent to the Queensland Health
        Minister.

        The response to this first letter indicated that a more 
        extensive letter/media  campaigns would be well received. 
        Thus the "November National AIDS Preventive Education
        Programme" was commenced. 

        During subsequent visits to Parliament I worked on 
        Questions without notice and other activities to extend 
        the campaign.

        Jim Hyde, Peter Duncan's staffer, suggested that he 
        contact Actors Equity to get some support from well known 
        entertainers.

        Another contact John Ballard, from the Department of 
        Political Science at the Australian National University.  
        He assisted in getting signatures of Medical Professionals 
        at the University.

        Though it was difficult to hold a campaign in two cities 
        at the same time, the stays in Canberra gave me more scope 
        to nationally network.  The principal draw back was remain 
        adequately briefed on what was coming into QAC. The other 
        major drawback that all of the major administrative and 
        clerical aspects of the campaign had to be crammed into 
        those few weeks I spent in Queensland. This meant long 
        working evenings, as this was the only way of keeping up 
        this hectic pace.

        Election and the Campaign Tactics
        With the calling of the 
        State Elections for November 1st I conceived of a slight 
        change in the direction of the campaign.

        Though the campaign was receiving some significant 
        support it was necessary to:

        A. Create a conclusion to the campaign which would have 
           some political significance;
        B. Extricate the issue from the polarisation which occurs 
           around election time, while utilising the spin-off 
           affect of public interest which occurs during this 
           time;
        C. Create a mechanism within the campaign to place it on
           the incoming Governments and Minister's agenda.
        D. Develop a more effective mechanism for monitoring 
           support.

        The November National AIDS Preventive Education  Programme

        Elements of the Campaign Changed:

        A. The political heat was indirectly taken off Austin.
        B. Emphasis was changed from a negative approach of attacking
           the Government record to a more positive approach of 
           requesting a policy change.
        C. The perspective of the national concern to draw in support 
           from all Australia was retained.
        D. It created a spring board from which further debate and 
           discussion  and perhaps negotiation could occur.
        E. It provided a more positive approach in which to develop
           media interest.

        The change in the campaign did mean that we had to go over 
        some ground again. 

        What was unknown was who was going to be new health minister.
        It did seem apparent that Austin was ambitious and would seek 
        what was politically seen as a more important portfolio.
