For some effects of the British Clause 28 refer to:
A) the Western Australian Legislation, regarding
proselytising; B) the minority report of the Queensland
Parliamentary Criminal Justice Committee's report on
Homosexual law reform; C) The Clause 28 of the Queensland
Anti-Discrimination Bill introduced on 27.11.1991 stated,
"It is not unlawful to discriminate on the basis of lawful
sexual activity against a person with respect to a manner
that is otherwise prohibited under Subdivision A if -
(a) the work involves the care or instruction of minors
and (b) the discrimination is reasonably necessary to
protect the physical, psychological or emotional well-being
of minors." (Refer to archive document in the section on
Anti-Discrimination Legislation 1991). After intense public
lobbying this the Queensland 'Clause 28' was amended, on
2.12.1991. The amendment moved stated that "after 'minors'
- insert 'having regard to all the relevant circumstance of
the case, including the person's actions.'." (Refer to
Document No.331 of 1991 archive collection). A modification
of this Queensland Legislation was later incorporated in the
Victorian Legislation of 1995. (At the time I thought the
drafters of the Queensland Legislation had rather a sadistic
appreciation of the history of 'Clause 28')

As I was out of the state at this time I hadn't known
about this development. Senator Burn's office had had
a major staff change with the retirement of one of his
staff and also his wife leaving his employ. The new
appointments were Jenny Simmons (Refer Archive Listing
1977 National Greg Weir Meeting in Melbourne approximately
December, 10th National Conference Archive 1984 and
Criminal Law reform Archive 1990, PSU submission to CJC)
and Lee McGlynn (Refer Ministerial Adviser, Attorney
Generals, Archive Anti-Discrimination Legislation 1991.)
Also, Hansard are not at hand for this period as they were
trashed by the other staff when I was on holidays over
the period. When speaking to Bill Rutkin outside the
Queens Ball in the Valley (June, 1994), he didn't have
any recollection of this period either. This surprised
me. (Note made in August, 1994)
