Doc. No: 4 - 22
       Press Article 1988.02.17
       From: Media The Herald
"Act of desperation" London. "Clause 28 of the Bill
states that a local authority shall not:
       a) intentionally promote homosexuality or publish
       material intended to promote homosexuality;
       b) promote the teaching in any maintained school
the acceptability of homosexuality as a pretended
family relationship by the publications of such
       material or otherwise."

File Note 1988.02.17
       From: Weir G
For some effects of the British Clause 28 refer to:
       A) the Western Australian Legislation, regarding
proselytising; B) the minority report of the Queensland
Parliamentary Criminal Justice Committee's report on
Homosexual law reform; C) The Clause 28 of the Queensland
Anti-Discrimination Bill introduced on 27.11.1991 stated,
"It is not unlawful to discriminate on the basis of lawful
sexual activity against a person with respect to a manner
that is otherwise prohibited under Subdivision A if -
       (a) the work involves the care or instruction of minors
and (b) the discrimination is reasonably necessary to
protect the physical, psychological or emotional well-being
of minors." (Refer to archive document in the section on
Anti-Discrimination Legislation 1991). After intense public
lobbying this the Queensland 'Clause 28' was amended, on
2.12.1991. The amendment moved stated that "after 'minors'
       - insert 'having regard to all the relevant circumstance of
the case, including the person's actions.'." (Refer to
Document No.331 of 1991 archive collection). A modification
of this Queensland Legislation was later incorporated in the
Victorian Legislation of 1995. (At the time I thought the
drafters of the Queensland Legislation had rather a sadistic
appreciation of the history of 'Clause 28')

There appears to have been an amount of media coverage

on privilege. Refer to following hansard 5 July, "Resignation
of Mr Speaker" (Mr Powell) for details and also media references
and public statements. Much of the controversy rested on the

File Note 1989.06.13
       From: Weir G
As I was out of the state at this time I hadn't known
about this development. Senator Burn's office had had
a major staff change with the retirement of one of his
staff and also his wife leaving his employ. The new
appointments were Jenny Simmons (Refer Archive Listing
1977 National Greg Weir Meeting in Melbourne approximately
December, 10th National Conference Archive 1984 and
Criminal Law reform Archive 1990, PSU submission to CJC)
and Lee McGlynn (Refer Ministerial Adviser, Attorney
       Generals, Archive Anti-Discrimination Legislation 1991.)
Also, Hansard are not at hand for this period as they were
trashed by the other staff when I was on holidays over
the period. When speaking to Bill Rutkin outside the
Queens Ball in the Valley (June, 1994), he didn't have
any recollection of this period either. This surprised
me. (Note made in August, 1994)

Election of Speaker: "Today in Queensland and throughout
Australia every eye was on this Parliament to debate the
Fitzgerald Commission. What we saw was a shabby conspiracy
between the ALP, the Liberal Party and the former Premier,
Sir Joh Bjelke-Petersen. It is the Kingaroy cow yard
conspiracy revisited.... he (Bjelke-Petersen) said to a

From: Parliamentary Leaders (Qld) Griffith University - The
       Centre for Public Sector Management
"Management of the Queensland Public Sector in the 1990's.
Michael Ahern, Wayne Goss, Angus Innes." a) Wayne Goss
(Labor Party - "...We need integrity, not slogans. This is
the promise of a Goss Labor Government - a commitment to the
restoration of honest, capable and innovative public sector
management in this state of Queensland... The task now is
hard but simple: to take back this state for ordinary
Queenslanders." (W Goss); b) Angus Innes (Liberal Party)-
"From time to time every large organisation requires review
and modification according to the deficiencies which are
exposed or changes in the tasks that it faces... It is the
       responsibility of enlightened political administration,
modern public service administration, and those who comment
upon, or who are involved in education of, public servants
to ensure decisive steps for reform and review are taken
now and that self-review is institutionalised." c) Mike
Ahern (Naitonal Party) - " ... the recent and rapid changes
in our external environment are a sobering reminder of the
speed of adjustment needed by Queensland's economy and social
structures as we move into the nineties". The three speeches
refer to various levels of government including Cabinet,
Parliament and policy formulation. They are an interesting
insight in the runnings of government.
