this session); d) Motion moved to have rally during election period
along with foreshadowed motion (After five minute break the original
motion lost 8 to 7 with one abstention); e) Summit of gay groups
endorsed and subcommittee formed. (Minutes incomplete on total
membership of organising committee); f) setting up of a tactics to
examine post-election tactics based on various election outcomes.
(This committee was later to be called the Letter Writing Campaign

"I am concerned about the public concern - and it is a concern that I
share - that changing the law may indicate a change in attitude in this
parliament.... I have sought to put on the Notice Paper a preamble. A
preamble is a very important part of an Act, and that I have been urging
the use of preambles in this parliament because preambles state better
than other ways the policy of an Act. I realise the public perception is
not necessarily the same as the perception of a judge or a court. The
preamble reads -
WHEREAS, the Parliament does not believe that sexual acts between
consenting adults in private ought to be regulated by the criminal code;
AND WHEREAS, the Parliament disapproves of sexual relations between
persons of the same sex;
AND WHEREAS, the Parliament disapproves of the promotion or
encouragement of homosexual behaviour;
AND WHEREAS, the Parliament does not by its action in removing
any criminal penalty for sexual acts in persons of the same sex wish to
create a change in community attitudes to homosexual behaviour;
AND WHEREAS, in particular the Parliament disapproves of persons
with care and supervision or authority over young persons urging them
to adopt homosexuality as a lifestyle and disapproves of instrumentalities
of the State so doing....
I wish to go further than that , because two areas need to be dealt with,
and for that reason I have proposed a new part II to this Bill.... I have
chosen the age of 21 as the age of consent for males for particular
reasons....

Expected time line for law reform. Based on assumptions a) reform
would be brought in before the end of the year; b) The Criminal Justice
Commission will only fleetingly deal with it (Refer Bingham statements
on gay law reform a low priority); c) Major substance of the inquiry
will be dealt with by the Parliamentary Committee; d) the constraints
of the set parliamentary sittings and when the parliamentary inquiry was
likely to hold it major investigations. Give or take a few weeks here or
there it was reasonably accurate. Mud map also outlines the gay community
campaign except for activities organised by the Gay Pride Collective for
gay pride week in June. (Personally this mud map is one of the most
significant documents in the collection, for it was at this stage that we
could say with some degree of confidence what was to be expected as the
year progressed. This was a confidence shared by Stephen Cox at meeting
held to discuss the map.)

stated in part, "As we now approach the reality of legal reform and protection,
our focus must move forward. In other places, both in Australia and around
the world gay law reform has been followed by an apathy of contentment,
inevitably followed months or years later by violent backlash. In being one
of the last places to achieve gay law reform we have the benefit of being able
to learn from the mistakes of others. We must use this next year to make
an unprecedented assault on community attitudes and awareness, through the
media, the arts, and through the pride and confidence of each of us individually,
as well as through the legislature. After law reform these efforts must accelerate.

Regarding activities on campus and the request I made, in January, to
Nick Ward that we should only aim for victories and not for defeats,
not unnecessary defeats during the law reform program. The referendum
was such a defeat and one which had some influence on the younger
