Libraries and other collecting institutions are the guardians of the nation's past, of its social, intellectual, artistic and cultural heritage; they also provide the information springboard for the nation's development. The diversity of collections ranging from books, photographs, maps, paintings, archives, manuscripts and newspapers through to videos, optical disks and computer software, provide not only gateways to the past but windows to the future. Unlocking this storehouse of knowledge presents significant challenges. Some of it has disappeared; some of its is rotting; parts of it are unknown and inaccessible; and fragmentation of effort is common. In the face of these challenges, concerted and cooperative efforts are required. By the year 2001, the centenary of Australia coming together as a federation, the aim is to have in place a comprehensive plan for collecting, conserving and communicating Australia's documentary heritage - bringing Australians to full awareness of their cultural heritage in documentary form.

A national consultative conference, hosted by the National Library of Australia, on access to Australia' recorded documentary heritage was held in Canberra, Australia on 23-26 March 1992. The conference has 86 resolutions as its outcome and since that time the National Library of Australia has engaged in a thorough assessment of each resolution, its progress or lack thereof, and possible changes in the objective or action mechanism which might lead to faster and better progress in the future.

In 2000-2001, the list of resolutions from the meeting were reviewed again, for a meeting of the Australian Library Collections Task Force.
