National Licensing Proposal

Overview

For some years individual libraries and Australian library consortia have subscribed to a variety of electronic resources. However, there are still some Australians who do not have access to resources they would like to use, simply because they are not affiliated with a library which subscribes to the resources they're interested in.

Following the 2003 recommendations of the Parliament of Australia's Senate Inquiry into the Role of Libraries in the Online Environment, and the Government's June 2004 response, the National Library of Australia convened a series of four annual National Licensing Forums with representatives of library groups and various consortia.

The outcome of the Request for Tender for Australian library access to electronic resources released on 11 August 2006 was announced at the 4th National Licensing Forum on 9 May 2007. This meeting also saw the launch of Electronic Resources Australia (ERA), the culmination of the work done by the National Licensing Proposal Reference Group.
