National Licensing Proposal

Dear Colleague,

Over the past two years a group of volunteers have been working together to develop a model for a national licensing proposal. The National Licensing Proposal (NLP) is to look at a range of online full text databases that could be subscribed to on a national basis enabling all sectors the opportunity of access. This group, to date, has developed a number of papers for discussion and feedback.

  • An issues paper was developed to solicit feedback asking for support for the proposal, this support was given.
  • Surveyed libraries seeking feedback on the type of products.
  • A governance framework has been developed and is currently circulating for comment and feedback.

However the main issue for all sectors is the actual dollar amount and how much it will actually cost them before any commitment can be made to the national license. It has been agreed that any costs must be equal to or below what is currently being spent by consortia at present.

A number of models were discussed with regards to how we would distinguish costs between each of the sectors and the Electronic Purchasing in Collaboration (EPIC) model in New Zealand was also considered. However it was agreed that library budgets be used as the indicator to determine costs between the sectors. The Group also, after considerable discussion, suggested that the break up within each sector could be on a model chosen by that sector. For example universities may choose to use Equivalent Full Time Student Units (EFTSU), special libraries may choose acquisition budget and public libraries may choose population served.

This letter on behalf of the National Licensing Proposal Reference Group is requesting that you look over the attached list to ensure that your organisations/sectors’ budget has been accurately portrayed.

In addition could you please indicate that you either do or do not support, in principle, this funding model. In principle support will enable us to move to the next stage of the process which is to call for tenders for products based on the survey results. Once the tenders have been finalised we will then be able to identify costs for each sector.

Could you please reply in writing by 12 May 2006 with information on any variance in the recorded budget for your organisation/sector and your views on the base allocation model for funding to:
