2ND DRAFT (To be modified) The first national conference of the National Preservation Office was held in Adelaide, 4-6 May 1994. The development of resolutions was based on panel discussions open to all delegates, the formulation of draft resolutions by a meeting of national and state representatives, and by a concluding session involving all delegates in the formulation of final resolutions. These resolutions are presented in the following pages. They have been circulated for comment to conference delegates, and are now being circulated more widely for comment prior to publication in the conference proceedings. Resolutions 1-8 relate to preservation microfilming, while Resolutions 9-12 relate to general preservation activities. Please direct your comments, by 31 August 1994, to:

That guidelines be developed for preservation microfilming of text-based, printed materials in Australia and New Zealand. These guidelines will include but will not be limited to:

Responsibility. Preservation Services, National Library of Australia, to draft guidelines based on the current Canadian guidelines, with specific input from Brian Tuffin (State Library of South Australia on 'equipment, materials and production environment, and from Frances Brown (State Library of Victoria) on 'economic viability'.

a) distribute the draft guidelines to, and seek comment from, key personnel in the National Library of Australia, the National Library of New Zealand, state libraries, university libraries, commonwealth and state archives, the commercial sector and other collecting institutions and organisations
b) distribute the draft guidelines to all conference delegates, the ACLIS secretariat, and members of the National Preservation Office Advisory Body.

RESOLUTION 5
That institutions with appropriate cold storage facilities be requested to store 'significant' master negative microforms of appropriate quality, preferably free of charge. The depositing institution is expected to ensure that deposited film conforms to specifications of the receiving institution Stage 1. Identification of institutions and organisations with appropriate cold storage facilities, and appraisal of these facilities.

Priority: High NB. A separate resolution was not proposed in relation to adopting consistent microfilming terminology. However, the general consensus of the delegates was that the US standard should be adopted, wherein first-generation microfilm refers to first-generation masters, second-generation microfilm refers to printing masters, and third-generation microfilm refers to service copies.

That the National Library of Australia encourage small institutions to accept its offer to assist in the cataloguing of their preservation microfilm masters on the National Bibliographic Database Responsibility: National Library of Australia to coordinate this activity
