The Development in the Legal Protection of Jiaozhou Bay Environment

Abstract


 

On May 1st, 2010, the Regulation on Marine Environment Protection of Qingdao came into force. This regulation provides a new chapter to protect the Jiaozhou Bay of Shandong Province, China, establishing the regimes of integrated planning; eco-compensation; total amount control; amongst others. It is the first time that regulations for coastal cities have been issued for a special coastal zone, providing a model to other regions in China. We realize at the same time that improvements are needed, such as comprehensive prevention of various environmental risks in the coastal zone; promotion of public participation; and coordination of the mechanisms of enforcement. Nevertheless, the legislation is both rational and practical. We hope these developments in the local legal protection of the Jiaozhou Bay will provide a foundation to the drawing up of nationwide legislation for coastal zone management.
