Electronic journals

An electronic journal (or electronic serial) is an electronic publication that may be available via the web or email by subscription or free of charge. Electronic journals can be born digital with no print equivalent or can exist as an online version of a print journal. Issues for the preservation of electronic journals include the differing interests of the stakeholders - publishers, libraries, authors and the researchers that utilise the publications; costs and funding issues, such as fees for access; licensing and copyright issues, such as who can access them and when.

Report (64 p.) commissioned by the Joint Information Systems Committee (JISC). The report addresses the issue of long term access to the content of licensed e-journals. It notes that it is now timely to explore options for implementing the archiving clauses in the JISC/Publishers Association Model Licence. The report has 13 recommendations including the development of constructive dialogue between libraries and publishers and the adoption of a staged approach to the development of a centrally co-ordinated archiving service for the United Kingdom.

Historical E-Journal Archive DTD Feasibility Study

This report, commissioned by the Harvard University Library E-Journal Archiving Project under a grant from the Andrew W. Mellon Foundation, provides recommendations for the development of a common SGML structure for representing the intellectual content of archived journal articles and examines the challenges to be faced in transforming such content. It is based on examination of DTDs from ten publishers and the experiences of organisations that have worked with multiple publishers and DTDs.

Historical E-Journals - What Do You Get For Your Money?

This article focuses on the role of the Joint Information Systems Committee (JISC), UK, in relation to the issues and challenges of the long-term preservation and continued access of licensed e-journals. JISC has acknowledged the challenges that have emerged with licensed e-journals, particularly with regard to the differing roles and responsibilities of both libraries and publishers. To that end, the Committee has developed a JISC/Publishers Association (PA) Model Licence that seeks to explore such areas as continued online access and different archival options. Between September and November 2002, a JISC consultancy conducted a survey of libraries and publishers as a means of addressing this need for a more definitive role between libraries and publishers, as well as assessing options for a central archiving facility.

Historical Lots of Copies Keep Stuff Safe as a Cooperative Archiving Solution for E-Journals

This article describes the LOCKSS (Lots of Copies Keeps Stuff Safe) model for a peer-to-peer network of persistent web caches to archive, preserve and make accessible local electronic collections. The author examines the appeal of this model for libraries and publishers and the actions required by these communities to implement the model. The author also provides an overview of the LOCKSS technology and its key concepts including: preserving the presentation form of web content rather than source databases; maintaining accessibility from the original publisher's URL; and the use of low demand system administrations requirements coupled with cooperative damage detection and repair.

Scoping Study for a Registry of Electronic Journals That Indicates Where They are Archived

Historical Uppity Bits: Coming To Terms With Archiving Dynamic Electronic Journals

This article primarily focuses on the issues relating to the preservation of dynamic electronic journals. As well as providing a definition and highlighting the main characteristics of dynamic e-journals, the author argues that developments need to be made to ensure the long-term preservation of, not only the static elements, but also the dynamic elements of dynamic e-journals. The author briefly assesses the three main areas of digital preservation – migration, emulation and archaeological approaches – and states that more research is needed in the area of emulation, maintaining that this approach has the potential to preserve and capture the dynamic elements of electronic journals.

A report on the progress of the collaborative planning effort between Yale University Library and Elsevier Science for the archiving of electronic journals, funded by the Andrew W. Mellon Foundation. The report recognises the need for co-operative efforts and standards and relationships between publishers and archivers, and discusses the building of a prototype archive. This report results from a call by the JISC in January 2008 for a Comparative Study of e-Journal Archiving Solutions. It is intended for wide use by institutions to "inform policies and investment in e-journal archiving solutions.” and to “ inform negotiations undertaken by JISC Collections and NESLi2 when seeking publishers’ compliance to deposit content with at least one e-journal archiving solution.”

The report "contains chapters covering Approaches to e-journal preservation, Publisher licensing and legal deposit, Comparisons of Six Current e-Journal Archiving Programmes (LOCKSS, CLOCKSS, Portico, the KB e-depot, OCLC's Electronic Collections Online, and the British Library's e-journal Digital Archive), Practical experience of e-journal archiving solutions, Evaluation of four common scenarios/trigger events, and Criteria for judging relevance and value of new archiving initiatives. There are two appendices on Publisher Participation in different programmes."

CLOCKSS : Controlled Lots of Copies Keeps Stuff Safe
LOCKSS Program (Date Created: Jan 2006)
CLOCKSS (Contolled LOCKSS) began as a two year project of the LOCKSS Program (Lots of Copies Keep Stuff Safe) based at Stanford University in early 2006. The project aimed to 'test the LOCKSS technology and social model to support a large dark archive that is both fail safe and has an acceptable process for providing continuing access for orphaned materials.' The project replicated a representative portion of material from publisher members using a version of LOCKSS within a network of long-standing institutions and libraries and was accountable to a joint board from the library, publishing and learned society sectors. In mid 2008 the resulting archive was transitioned from prototype to production going live in early 2009.

One of JSTOR's aims is to build a reliable and comprehensive archive of important scholarly journal literature. Back issues of paper journals have been converted into electronic formats allowing savings in space (and in capital costs associated with that space) while simultaneously improving access to the journal content. It is also hoped that the project may offer a solution to preservation problems associated with storing paper volumes.

Digital Preservation of E-Journals in 2008: Urgent Action Required Revisited

This report summarises results of a survey conducted in January 2008 by Portico and Ithaka of library directors at four-year colleges and universities in the United States. The survey examined the community’s current perspectives on the digital preservation of e-journals. It was designed to analyze attitudes and preservation priorities that can be used to guide Portico in fulfilling its role as a not-for-profit archive of digital scholarly resources; and secondly to provide concrete data that could assist library directors, funders, and administrators in the allocation of limited resources.

E-Journal Archiving Metes and Bounds : a Survey of the Landscape

This report (128 p.) describes the results of a review of 12 e-journal archiving programs. The review comprised of an interview and a survey. The survey was conducted by Cornell University Library and covered organisational issues, stakeholders, content, access, technology and resources. The organisations surveyed represented a variety of government supported, subscriber supported and consortia based organisations from around the world. The report makes recommendations to academic libraries, publishers and e-journal archiving programmes.
