Selection
As for 'traditional' material, not all digital information could, or even should be kept. However, with digital information, the time-frame within which decisions must be made is shortened due to the problems of media instability and technological obsolescence.
The Statement of Principles on the Preservation of and Long-term Access to Australian Digital Objects prepared by the National Library of Australia with input from interested organisations, states that:
"Access to digital objects should be preserved only for as long as they are judged to have continuing value and significance. It is neither practical nor desirable to maintain access to all digital objects indefinitely. In applying professional judgement to appraising items, consideration should be given to balancing costs and benefits, including the likely needs and interests of future generations."
Libraries, museums and galleries have collection policies that describe how material will be chosen for inclusion in the collection. These policies may provide a starting point for selecting what digital information to preserve access to. An example of a collection policy refined for on-line material is the National Library of Australia's Guidelines for the Selection of Online Australian Publications Intended for Preservation by the National Library.
Archives have well-developed guidelines and schedules describing which records should be retained and for how long. However, in their 1995 policy document Keeping Electronic Records (see Chapter 5: "How Long Should Records be Kept?", the National Archives of Australia warns of the dangers of applying schedules designed for appraising traditional material directly to digital information, as they may be inadequate to deal with issues such as authenticity, accessibility and context.
The time of migration is an opportune moment for reappraisal of digital information, so long as the preservation action is not delayed by the reappraisal.
The principle of providing access to digital objects only for as long as they are judged to have continuing value, is not universally accepted. For example, a report presenting the findings of an investigation into opinions on responsibilities for preserving digital material in the UK and Ireland recommends that once material is selected for preservation it should be kept for ever (see Responsibility for digital archiving and long term access to digital data / © Joint Information Systems Committee of the Higher Education Funding Councils, 1997; David Haynes, David Streatfield, Tanya Jowett and Monica Blake, British Library Research and Innovation Report 67).
Factors such as the viability and costs involved in preserving access to an item may be used as criteria for selection. Aspects such as formats used, the existence of documentation, or the rights accompanying a resource will affect what resources must be used to maintain access to a digital resource.
As well as selecting what items to keep, which elements of digital information should be preserved must also be decided upon. Aspects such as links to other documents, interactivity, context, and the 'look and feel' of the information will be lost unless decisions are made to retain them. Even then, in some cases, these aspects of the digital object may be impossible to keep. Decisions must be made about the approach to preserving access to material which changes with time: for example, whether access should be preserved to periodic 'snapshots' and the allocation of appropriate gathering schedules. Deciding what information should be collected and retained requires strategies for finding out what digital information of significance is being created, and deciding how much of this should be kept, and by whom. Some of the digital information will be offered to institutions by creators, but considerable effort must be devoted to identifying what else should be actively sought. The status of legal deposit in the electronic environment is an area of particular concern to the library sector. Legal deposit is a statutory provision which obliges publishers to deposit copies of their publications in libraries in the country in which they are published. In many countries, this legislation does not cover electronic publications (either those published in a 'physical format' or those published on-line).
Cooperation
Mechanisms need to be established or adapted to publicise what each organisation is retaining and ensuring long-term access to. The Australian Libraries Gateway enables libraries to make decisions regarding the collection and retention of items based on a knowledge of the collection strengths of other participating libraries. It is anticipated that this database will prove particularly valuable in facilitating a cooperative approach to the collection and preservation of information in digital form held within libraries. Preserving Digital Libraries : Determining 'What' Before Deciding 'How'

- "Preservation of digital libraries is a complicated process that must begin with an appraisal of what is to be preserved before it moves on to the question of how to best preserve it. In order to fully understand the nature and attributes of digital documents and digital libraries, it is necessary to place them in the context of some of the other types of cultural artifacts that have been preserved over time, and to look at how the issues of fixity (stability) and durability (longevity) of these other artifacts have been addressed. Efforts to define digital documents and digital libraries are at the root of current research into the best ways of preserving both, and have been deeply affected by the blurred boundaries between parts, processes, and products; by the continually changing nature of digital entities; and by the entities' low fixity and low durability. Current research projects into the preservation of digital entities have concluded that a necessary first step is the appraisal of the 'significant properties' of digital objects."

- This project began in October 2004 and scheduled to be completed by May 2006. The purpose of the project was to develop and produce a digital preservation assessment tool aimed at the research and higher education sectors but also capable of being deployed in other sectors such as archives and national libraries. The discussion focusses on two issues: firstly, the NLC's responsibility for storing and managing electronic publications that Canadian authors and publishers create; and secondly, the Library's role as creator and distributor of computerised documents.

Paradigma : Preservation of Digital Material

- Paradigma (Preservation, Arrangement & Retrieval of Assorted DIGital MAterials) was a three year project conducted by the National Library of Norway. The project began in August 2001and was scheduled to end on 31 December 2004. Paradigma's goal was to find the technology, methods and organization for the collection and preservation of electronic documents, and to give the National Library's users access to these documents in compliance with the Legal Deposit Act.
