The Council of the National Library of Australia operates in accordance with the requirements of the National Library Act, 1960 in conducting the affairs of the Library. Council members have continued to take an active role in the oversight of the general policies and directions of the Library.

The Council has 12 members. On 31 December 1994 the Chairman, Sir Ninian Stephen, formerly Governor-General of Australia and a Justice of the High Court of Australia, resigned due to international commitments. Professor Stuart Macintyre, Deputy Chairman, contributed to a smooth transition by chairing meetings for the remainder of the year. Sir Anthony Mason was appointed as Chairman on 27 June. Sir Anthony was Solicitor-General of the Commonwealth of Australia 1964-69, a Judge of the Court of Appeal of the Supreme Court of New South Wales 1969-72, a Justice of the High Court of Australia 1972-87 and Chief Justice of the High Court 1987-95. Mr Neville Stevens, Secretary of the portfolio department, was appointed on 26 July 1994 for a three-year term.

The Council has used its Committee of the Whole to preview matters of significance likely to come before the Council and to review existing issues in more detail (see also: terms of reference for this Committee). The Committee considered issues such as the valuation of original Australian material, preparation for the centenary of Australia's federation, and the impact of the 'information superhighway'.

Council examined a number of issues affecting the Library's work, including the review of copyright legislation, the Creative Nationpolicy statement and Broadband Services Expert Group's reports. Future exhibition policies for the National Portrait Gallery and for travelling exhibitions were of great interest to Council members. Council was briefed at a number of meetings about progress with the National Document and Information Service, a computer system which will allow users to easily search, locate and order the delivery of documents.

The National Portrait Gallery Advisory Committee considered and provided advice to Council on a range of policy matters concerning the National Portrait Gallery. Council was particularly pleased to see strong interest in the exhibitions mounted and in the Gallery's new education program.

Professor Stuart Macintyre continued to chair the Fellowship Scheme Advisory Committee that recommends to Council the award of the Harold White Fellowships. In 1995 the Council awarded three Harold White Fellowships for periods between three and six months to carry out research in the Library. There were two funded fellowships and one honorary fellowship.

Council acknowledges the contributions made to the Library by generous individuals and corporate donors. The Library received a substantial donation of rare books, the Fitzharding Collection, from Mr Charles Fitzharding under the Taxation Incentives for the Arts Scheme.

  • the facilities and services of the Library building;
  • the Library's long-term needs for accommodation and facilities;
  • the Library's public program activities, including exhibitions, publications programs, marketing of Library products and services, and sponsorship activities.
