Agreement on Chinese Provincial and Provincial Capital City Statistical Yearbooks

Between Australian National University and National Library of Australia

1. Purpose of agreement

The National Library of Australia (NLA) and the Australian National University (ANU) Library wish to:

(a) cooperate in the collection of Chinese provincial and provincial capital city statistical yearbooks so as to avoid duplication of collections

(b) facilitate effective use of the collections of Chinese provincial and provincial capital city statistical yearbooks of both institutions.

2. Definitions

2.1. Inclusions

This agreement refers exclusively to statistical yearbooks (tong ji nian jian) for 3 levels of administration in the People’s Republic of China. These are:

2.1.1. provinces (listed below in 4.1.1 and 4.1.2.)

2.1.2. provincial level cities (currently Beijing, Shanghai, Tianjin and Chongqing)

2.1.3. provincial capital cities (listed below in 4.2.1 and 4.2.2.)

As outlined below the agreement does not cover any other Chinese yearbooks, whether statistical or subject in nature, apart from these 3 categories.

For simplicity these 3 categories (i.e. 2.1.1-2.1.3) will be referred to in this agreement collectively as “provincial statistical yearbooks”.

2.2. Exclusions

This agreement excludes:

2.2.1. National level statistical yearbooks.

2.2.2. statistical yearbooks covering regions consisting of several Chinese provinces (e.g. Northeast China).

2.2.3. sub-provincial statistical yearbooks apart from those for the provincial capital cities listed in 4.2.1 and 4.2.2.

2.2.4. yearbooks on any particular subject or topic regardless of administrative level. The collecting of these will be covered in ongoing consultations.

2.2.5. statistical or other yearbooks covering Taiwan, Hong Kong and Macao.

3. Division of collecting

3.1. The collecting responsibility for provincial statistical yearbooks will be divided geographically. The division will be between northern / western China and central / southern China. This division broadly follows the Yangzi River. The University will collect from northern and western provinces and the National Library from central and southern provinces as in 4.1 and 4.2 below.

3.2. Subject to availability, each library should collect all provincial statistical yearbooks from its collecting region. Neither library is committed to collecting sub-provincial statistical yearbooks apart from those for the provincial capital cities in its collecting region, which are listed in 4.2.1 and 4.2.2.

3.3. Under the agreement each library should only place orders for new provincial statistical yearbooks falling into its own geographic area, and should refer new titles from the other area to the library collecting from that region.

3.4. Each library will consider ceasing to acquire new issues of provincial statistical yearbooks it already holds which fall into the geographic collecting area of the other library. If the other library does not already subscribe to that title it should do so, subject to availability.

3.5. Each library should create or amend records on the National Chinese, Japanese and Korean (CJK) Service for its holdings of provincial statistical yearbooks.

3.6. This agreement shall remain in force for a period of 3 years from the date of the agreement or until this agreement is earlier terminated in accordance with clause 3.9.

3.7. Three months prior to the expiration of the term specified in clause 3.6. either party may give notice that they do not wish to extend the agreement for a further 3 year period. In the event of extension of the agreement for an additional period the terms of the agreement will be reviewed by both parties.

3.8. This agreement shall only be amended in writing signed by both parties.

3.9. Either party may, within ninety days, seek to terminate this agreement if the party is no longer able to meet the terms of the agreement or no longer willing to continue with the agreement.

3.10. The National Library will provide access to its collection of provincial statistical yearbooks by :

(a) continuing to issue stack passes to allow browsing of its collection of material

(b) continuing to make material available in the Asian Collections Reading Room at the National Library and in the Petherick Reading Room when it is open and the Asian Collections Reading Room is closed

(c) lending provincial statistical yearbooks to the University excluding the latest volumes which are regarded as reference works

3.11. The University will facilitate access to its collection of provincial statistical yearbooks by non-University members by :

(d) providing personal, on-site access to the material

(b) lending material to remote users through the inter-library loan system, subject to the University Librarian’s discretion as all yearbooks are located in the reference serials collection
