Introduction
The National Librarys Collection Development Policy (1999) defines the scope and nature of the collecting of Australian and overseas materials within the Library, and outlines the Librarys existing collections and collecting intentions for various subject areas. Overall strength and subject coverage of the collection is indicated throughout the policy document by the assignment of Conspectus Collection Level Indicators.
The National Librarys Collection Development Policy (1999) gives the following collecting intentions for philosophy: -
8.20 General works on philosophy and religion will be collected to the minimum level (Conspectus level 1). Materials acquired may include works on specific schools of philosophy, systems of religious belief, world religions, comparative religion, ethics, the sociology of philosophy and religion useful as contextual works or as background to the Librarys existing collections. Collections relating to Asia and the Pacific, including accounts of missionary activity, will continue to be developed at a higher level (Conspectus level 2).
For the purposes of this review the subject areas of philosophy are those included on p. 78 of the Collection Development Policy (1999): -
Philosophy (Dewey 100-9), metaphysics (Dewey 110-29), logic (Dewey 160-9),
Ethics (Dewey 170-9), specific schools of philosophy (Dewey 140-9) Excluded are psychology and paranormal phenomena.
It should be noted that the existing collections of philosophy were considered to be at Conspectus level 3 and that the future collecting intentions stated above, signal reduced collecting in this area. This follows on from the extensive cancellation of subscriptions for overseas periodicals during the mid-1990s which included many philosophy periodicals.

The major source for this review is Magazines for libraries / Bill Katz and Linda Sternberg Katz (RFq 011.34 K19-9; New Providence, N.J.: R.R. Bowker, 1997. 9th ed.) which contains a chapter on philosophy (pp. 1044-1058).
The Humanities: a selective guide to information sources / Ron Blazek and Elizabeth Aversa (RF 300.16 B645-4; 4th ed. Englewood, Co.: Libraries Unlimited, 1994) has a chapter on information sources in philosophy (pp.22-58) although information on journals is limited.
A more in depth guide to the literature of philosophy is Philosophy: a guide to the reference literature / Hans E. Bynagle (RF 101.6 B994; Littleton, Co.; Libraries Unlimited, 1986) which contains a chapter on core journals in philosophy (pp. 126-133).
Philosophy journals and serials: an analytical guide/ compiled by Douglas H. Ruben (RF 105. B895; Westport, Conn.: Greenwood Press, 1985) although a little dated contains an annotated bibliography of 335 philosophy titles.
Citation ranking information for a subset of philosophy journals with social science content is available in Social sciences citation index. Journal citation reports, 1998. While the following two articles by Eugene Garfield include some information on citation in the Arts & humanities citation index. "Journal citation studies. 38. Arts and humanities journals differ from natural and social science journals - but their similarities are surprising" In Essays of an information scientist v. 5; 761-767 ISI Press 1983. and "Data from Arts & Humanities Citation Index reveal the interrelationships of Science and Humanities". In Essays of an information scientist v. 5; 758-760 ISI Press 1983.

A longer list of philosophy journals is given in Table 1. This list includes the basic periodicals suggested in Magazines for libraries, the 31 core journals identified by Bynagle plus the 21 journals identified in Social Sciences Citation Index Journal Citation Reports discussed in the next section. In total Table 1 includes 58 titles. The National Library has holdings on 52 of the titles, which gives an indication of the breadth of previous collecting in philosophy. However, only 13 of the titles listed in Table 1 are currently being acquired, 37 have been cancelled and two have ceased publication.
Rankings
Previous serials reviews have included a discussion of the rankings in the Social sciences citation index SSCI). Journal citation reports (JCR) prepared by the Institute of Science Information (ISI). Obviously the ISIs citation rankings are dependent on the coverage of its databases. Philosophy is covered comprehensively by ISIs Arts and Humanities Citation Index (A&HCI), which currently covers 104 philosophy journals. ISI produces Journal citation reports in two editions: Science and Social science only. There is no edition for Arts and humanities. Social sciences citation index currently covers 23 philosophy journals which focus on philosophy as applied to the social sciences, such as business ethics, environmental ethics, and the interaction between social sciences and philosophy.
Social Sciences citation index Journal citation reports 1998, which is the latest the Library holds, lists the following 21 titles ranked by impact factor within its Philosophy category (for a more detailed alphabetical list of the titles in this category see http://www.isinet.com/journals). Highlighted titles are currently being acquired.

As the introduction to Journal citation reports explains, the bibliometric data provides a quantitative source of information on how current researchers are using journals. The ranking by impact factor is intended to provide an indication of a journals standing within its field and represents the average number of times articles published in a specific journal in the preceding two years were cited in the current year. This factor tends to discount the advantage of large journals over small ones, or frequently issued journals over less frequently issued ones, and of older journals over newer ones, and thus provides a better basis for comparison than a descending numerical listing by total number of citations. JCR also provides rankings that take into account half-life (or the age of cited articles), self-citation and other factors. It is important to stress that citation data needs to be used with care and is not a substitute for specialist evaluation.
The Humanities a selective guide to information sources (pp. 26 & 27) notes the most frequently cited philosophy journals mentioned in studies by Eugene Garfield were The Journal of philosophy and Philosophical review. Garfield investigated arts and humanities journals cited in the ISI family of citation indexes in 1980 and 1981.
Garfield reported that there were 8 philosophy journals in a list of 50 periodicals most cited by Arts & Humanities Citation Index (A&HCI) in 1980. The journals and their rankings are as follows (the highlighted titles are currently being received): -
