Libraries and copyright
We would like to pass on to our readers the text of an announcement
by Tom Cochrane, Chair of the Australian Libraries Copyright Committee,
regarding the future of the Australian library copyright advocacy
campaign.
- `The Australian library community will be interested to know the
outcome of the special meeting of the Libraries Copyright Committee held
in Canberra at the end of January 1999.
- The result of that meeting was to reaffirm the need for the copyright
advocacy and lobbying activity previously undertaken by ACLIS to
continue. The arrangements that were agreed by the committee are as
follows:
- The committee will be renamed the Australian Libraries Copyright
Committee;
- This committee will continue the cross-sectoral approach previously
carried out by ACLIS;
- The committee has revised its Terms of Reference making clear the
lobbying and advocacy role to be supported, and noting that an advisory
service will be carried out by ALIA (separately advised to the ALIA
membership by ALIA);
- Membership will be similar to the previous Libraries Copyright
Committee with powers of co-option spelt out;
- Annabelle Herd is retained as the copyright advisor and will be
employed in an arrangement with the National Library of Australia,
allowing the role previously carried out to have maximum continuity in
terms of location and access to Commonwealth Government agencies;
- It is envisaged that initially the role carried out by Annabelle Herd
will occupy 60% of a full time position, with the balance of her
engagement being associated with support for the Australian Digital
Alliance, a kindred organisation with library representation;
- That funds are assured as a result of both the ACLIS residual funding
arrangement, and funds associated with the Australian Digital Alliance,
to ensure continuity of resourcing into the year 2000. Continuing
resourcing will be a priority matter for discussion later in 1999;
- Tom Cochrane will continue as Chair of the committee following
reappointment by the committee for a further two year period;
- A business plan will be developed, which will include further details
of continuing financial support requirements and sourcing proposals.'
