Provenance

The Bryant Papers were received in two consignments. The first was transferred from the Victorian Regional Office of the National Archives of Australia in November 1991, in accordance with Mrs Bryant's wishes.

These papers had been deposited there in 1975. Just over half of them had been assigned the control number MP1803/1. The remainder had been registered into 31 individual record series and held under Commonwealth Record Series control numbers. Further papers at Mrs Bryant's home (in a garage) had been put into cartons by NAA staff in 1991 and brought to the National Archives of Australia on a temporary basis.

At the time of transfer to the National Library, NAA staff retained series or parts of series which related to periods when Gordon Bryant was Minister, as well as diaries from 1973 to 1975 and one notebook.

In 1992, papers relating to Bryant's post-parliamentary activities were transferred direct from Mrs Bryant's home to the Library. Amongst these cartons was material which had been packed from his office at La Trobe University's School of Economics and Commerce and returned to Mrs Bryant.

Arrangement

National Archives of Australia staff provided copies of their lists, marked to show which groups of papers had been retained. These original inventories, together with copies of biographical information on Bryant, are held in the lists cabinets in the Manuscript work area.

Because of its size, the Bryant collection was sorted and listed by a team of four Manuscript staff. Taking into account the fact that many of the original NAA boxes, although listed, were not sorted and that some of their contents had been removed by the National Archives of Australia as Commonwealth records, it was decided to amalgamate the boxes with the unprocessed cartons and sort the entire archive into 28 designated series. Descriptions from the NAA inventories have been incorporated into the final list where appropriate.

A large number of duplicates of leaflets, articles and reports, as well as publications, were culled during the sorting process. Items which were obviously readily available from the Library's printed collection (such as government publications) were discarded, while others were forwarded to the appropriate section of the Library for consideration.

Biographical Note

Gordon Munro Bryant was born on 3 August 1914 in Lismore, Victoria and obtained tertiary qualifications at Melbourne Teachers' College and the University of Melbourne. He taught in primary and secondary schools from 1935 to 1955.

In 1934 Bryant joined the Citizens' Military Force. During World War II he was on full-time duty with the CMF and AIF from December 1941 to October 1946. He served in the Army in Northern Australia, then went to Indonesia with the 7th Division as a member of the 2/33rd Australian Infantry Battalion AIF. Between 1954 and 1961 he held the rank of Captain Staff Officer in the CMF, after which he retired with the Efficiency Decoration. He continued to take an active interest in defence and ex-service affairs through the Naval and Military Club and the RSL. He was one of the first active opponents of Australia's participation in the Vietnam War and closely monitored the affairs of East Timor.

Bryant first stood for Parliament in 1951 for the seat of Deakin, and again in 1954 - both times unsuccessful. In 1955 he was elected to the House of Representatives for Wills, Victoria (ALP), a seat he held until 1980. He was appointed as Minister for Aboriginal Affairs from 19 December 1972 to 9 October 1973, then as Minister for the Capital Territory from 9 October 1973 to 11 November 1975. For a short time, from 9 October 1973 to 12 November 1973, he acted as Minister for Repatriation.

Among the numerous Parliamentary committees on which Bryant served were: Joint Committee on Foreign Affairs and Defence, Committee Enquiring into the Grievances of the People of Yirrkala, Committee on Aboriginal Affairs, Committee on Aboriginal Land Rights, Committee on Environment and Conservation and the Committee on the New and Permanent Parliament House.

In 1964 Bryant was Deputy Leader of the Australian Delegation to the 53rd Annual Conference of the Interparliamentary Union, Copenhagen. He was a member of the Interparliamentary Union Council Meeting in Lucerne, 1964 and Canberra, 1966. As a member of the ALP, Bryant was the Party's first delegate to the Socialist International at Brussels in September 1964. In 1978 he was a delegate to the 33rd United Nations General Assembly.

Bryant's involvement in Aboriginal issues led him to become President of the Aborigines Advancement League in Victoria from its inception in 1957 to 1964, and Senior Vice-President of the Federal Council for Aboriginal Advancement (later Federal Council for the Advancement of Aborigines and Torres Strait Islanders) from 1957 to 1973. Among his chief concerns were the rights of Aborigines in Arnhem Land during mining development. The national campaign for the 1967 Referendum on Aboriginal powers was conducted from his office.

As well as being a member of the National Library Council from 1976 to 1980, Bryant had a lifelong interest in education from the days of his early teaching career. He was Chairman of the Northern Metropolitan Regional Board of TAFE and Associate Fellow of the La Trobe University. Other educational councils on which he served were the Newlands High School, the Batman Automotive College and the Pascoe Vale High School.

On 5 December 1942 Bryant married Patricia Jean Hilton Grant. They had two sons, Robin and Linton.

Bryant died in Melbourne on 14 January 1991, survived by his wife, sons and several grandchildren.

Series 2. Political Correspondence and Related Papers

This series contains the bulk of general correspondence and other papers received and sent by Gordon Bryant in his capacity as Member for Wills and after his retirement.

This series contains groups of material organised in three main ways: by surname of constituent, by name of theMinistry or Department concerned, and by year. Groups of files arranged in A-Z sequence according to constituents' surnames extend from 1959 to 1980, the 1959-60 sequence having been reused in the years 1967-68. Files arranged according to the name of the Ministry or Department concerned appear from 1974 onwards. The large amount of material received in some disorder has been grouped in approximate chronological order by year, but not sorted into more precise date order.

A feature of this series is the large amount of correspondence with constituents about immigration matters, much of which is in special files arranged by surname, and ranging from 1963 to 1980. A smaller group of files contains correspondence on abortion in the period 1973-78.

Series 4. Diaries and Notebooks, 1957-74

The first part of this series consists of diaries maintained by the Hon. Gordon Bryant during his career as a member of the House of Representatives and a Federal Minister. They contain appointments concerning his official capacity, as well as those concerning work related and purely social engagements. Some of the diaries contain quite detailed entries for each day, with comments on inward and outgoing phone calls and various problems of constituents.

The notebooks and address books include some shorthand entries, names and telephone numbers, draft speeches, meeting notes, conference notes and figures. Loose notes have been placed in Series 5.

A file containing notes and notebooks c. 1973 was removed and retained by National Archives of Australia before the collection was transferred to the Library in 1991.

The piece numbers largely represent the numbers given to the items by National Archives of Australia.

Notebooks with dates (as far as they can be determined): many of these are marked as being kept at 'Parliament House, Canberra'. Pieces 40-52 were numbered by NAA staff 1-13.

Series 6. Articles, Speeches, Writings, 1959-83

This series includes such things as talks, speeches and speech notes, broadcasts, transcripts of interviews, seminar papers, articles, reports, letters to newspaper editors, open letters, book reviews, discussion papers, press releases and statements. Bryant's broadcasts on the 3KZ Labor Hour are represented in the series.

As a general rule, talks, articles and writings by Bryant are placed first, followed by talks, articles and writings by others. There is a good deal of overlap of categories within this series and with other series. Items on specific subjects appear in series such as Aboriginal and Torres Strait Islander Matters, ALP, and General Parliamentary Papers. Press releases by other Ministers are in the latter series. Published and unpublished items by Bryant have been kept together in Series 6, while published items by other people are usually in Series 25 - Press Clippings and Printed Material. Series 7. Elections

In his long parliamentary career Bryant was an active campaigner in elections at Federal, State and local levels. Included in this series are papers relating to his unsuccessful campaign for the State seat of Deakin in 1954, as well as material concerning his election to the Federal Seat of Wills in the following year. Bryant contested and held Wills in a further nine elections until his retirement in 1980, the only member of the Whitlam Ministry to retain his seat after the election of December 1975. Also filed in this series are election results, ALP campaign literature and posters, voting forms and electorate briefs spanning the length of his period in parliament.

Series 8. Australian Labor Party

A member of the Australian Labor Party for almost 40 years, Bryant was active in a variety of areas of the Party hierarchy, as a local and State branch official, conference delegate, member of the Federal Caucus and Minister during the Whitlam Government. He served on numerous Party committees, including the Defence and Foreign Affairs Committee of which he was Chairman, and was Secretary of the Education Committee for 14 years until 1972.

In this series are filed Federal and State Party rules, Caucus minutes, committee papers and conference notes, as well as papers relating to the Labour Party (Great Britain) and the Victorian Fabian Society. Also documented is Bryant's participation in the ALP at a local level, through his involvement in the Wills Federal Electorate Assembly and the Brunswick, Coburg, Greensborough and Viewbank-Yallambie Branches, of which he was at various times a member.

Over the course of his long political career Bryant served on many parliamentary committees. These included the House of Representatives Standing Committees on Aboriginal Affairs, 1976-77 and Environment and Conservation, 1976-77, and the House of Representatives Select Committee on Greivances of the Yirrkala Aborigines, 1963. Twice nominated to the Joint Parliamentary Committee on Foreign Affairs (later Foreign Affairs and Defence), Bryant was a member between 1970-72 and 1976-80.

Filed in this series are various minutes, correspondence, submissions to, and reports of, some of the parliamentary committees to which Bryant was elected.

Series 11. Aboriginal and Torres Strait Islander Matters

The core of this series is Bryant's period as Minister for Aboriginal Affairs (1972-73), much of which is documented in the papers held by the National Archives of Australia, but his involvemernt with indigenous issues extended beyond that portfolio. He was President of the Aborigines Advancement League, Victoria, from 1957 to 1964, and Senior Vice-President of the Federal Council for Aboriginal Advancement (later FCAATSI) from 1957 to 1973. He was also a member of the [Parliamentary] Committee on Aboriginal Affairs and of the Committee on Aboriginal Land Rights.

This sub-series contains reports, newsletters, campaign material and some newspaper cuttings collected by Bryant during and after his term as Senior President of FCAATSI, 1961-67.

The material includes completed membership forms, printed reports of several of the Council's annual conference, reference papers concerning Aboriginal welfare, housing, education and land rights, and several copies of the FCAATSI newsletter Rights and advancement. Also campaign material produced by the Council for the 1967 Referendum campaign for Aboriginal rights.

Also included are some plastic "Vote Yes" buttons and cardboard pin-on tags for the referendum campaign and newspaper cuttings pasted onto backing sheets.

Series 14. Parliamentary Library and Bicentenary Publications Project

Bryant was a member of the Parliamentary Library Committee on two occasions, firstly between 1956-72, and serving again in 1976-80.

In late 1980 the Joint Standing Committee on the Parliamentary Library proposed that the Parliamentary should mark the Bicentenary and the opening of the new Parliament House with a series of significant publications. Bryant was engaged as a consultant to the Project, which was administered by the Library Subcomittee on Publications under the guidance of an appointed Advisory Board. The Parliamentary Library was designated to provide funding and resources.

The Project produced publications in four areas, these being: a definitive history of the Australian Parliament; a shorter, popular account of the workings of Parliament; a comprehensive biographical dictionary of all former senators and Members; and a series of monographs on a range of topics dealing with aspects of Parliament. In addition, an ongoing series of interviews with former parliamentarians was initiated as part of the Bicentenary Oral History Project.

Included in this series are papers relating to Bryant's membership of the Parliamentary Library Committee as well as items documenting the activities of the Bicentennial Publications Project.

Series 15. International Organisations and the United Nations

Bryant represented the Australian Parliament on a number of overseas delegations and at Parliamentary conferences. Documented in this series is Bryant's membership of the official Parliamentary Delegations to South-East Asia in 1970 and New Caledonia and Zimbabwe in 1979. He was a participant in the Australian Delegation to the 33rd Session of the United Nations General Assembly, 1978-79, as well as Leader of the Parliamentary Delegation to Europe in 1975. Bryant was nominated Parliamentary Observer to South Pacific Commission Conferences in 1969 and 1977.

A life member of the Commonwealth Parliamentary Association, Bryant attended four Commonwealth Parliamentary Conferences between 1966 and 1980. He also maintained an active interest in international political organisations such as the World Council of Parliament Association, the Movement for Political World Union, Parliamentarians for World Order and the World Federalists, for which related correspondence and circulars are filed in this series.

Series 23. Subject Files and Reference Material

Sequences of subject files were kept by Bryant's office and where they are distinct these have been kept intact in boxes 263 to 271. The remainder of this series consist of titled files created at various times under different systems. Because of the difficulty of establishing with certainty to which system or period they belong to they have been placed in two alphabetical sequences. Bryant also collected a large amount of loose reference material, especially on countries such as Rhodesia. Much of this material was found in lever arch files with very mixed contents. Where there is no other appropriate location, this material has been grouped in files at the end of each letter of the alphabet. There is some overlap and duplication throughout the sequences comprising Series 23.

Below is a short summary of the broad sequences used in this series. To keep the Subject Files series succinct and aid research, titled files or loose reference material which relate to distinct series such as Aboriginal Matters, Education or Business Papers have been placed in the relevant series. Photographs, negatives, slides and postcards, 1942-64. This group consists of photographs, slides and postcards relating to Bryant's family and personal activities, as well as his official duties. The material concerns various overseas trips taken by Bryant and his wife in his capacity as a Member of Parliament to such places as Japan, Yugoslavia, Britain, India and other Asian countries. The series also includes material on Bryant's family, friends and recreational activities. The photographs are mainly black and white. The negatives are sometimes in strips of four, while others are rolled. The four slides are tourist slides of Great Britain, and the postcards are of the Snowy Mountains Scheme. Australian Army Public Relations photographs, 'Exercise Nutcracker' and other related material, 1962. This group contains black and white publicity photographs concerning the Australian Army's exercise Nutcracker which was carried out in 1962. The photographs depict equipment and soldiers of differing ranks involved in the variety of activities which occurred during the exercise, including a 50 ton Centurion tank, flagship, boring for water, storing petrol, various leisure activities and setting up camp. Some highly-ranked officials who attended the exercise include the Minister for the Army, Mr J.O. Cramer, the Chief of the General Staff, Major-General J.U.N. Wiltor, the Governor-General Lord De L'Isle, Major-General I.T. Murdoch and the Chief of the General Staff, Lieutenant-General Sir Reginald Pollard. Included are some photographs of the presentation of the Freedom of the City upon the Kapookas, Military area in Wagga Wagga, family members admiring medals received at an investiture, and portraits. The series also includes publicity results and some shorthand notes. A vast majority of the photographs have a slip of paper attached, describing the particular activity and usually naming the participants. Each photograph is individually numbered; this was done by National Archives of Australia while the collection resided there before its transfer to the National Library in 1991.
